2. 역사 및 조직

2. 1. 가입 및 교리

프라우드 보이스 회원의 정확한 수는 알려지지 않았으나, 수백 명에서 최대 6,000명으로 추산된다.[64][65][66] 2018년 7월, 신원이 밝혀지지 않은 프라우드 보이스 로스앤젤레스 지부장에 따르면, 로스앤젤레스 지부에는 160명의 회원과 최대 300명의 가입 대기자가 있었다고 한다.[77]

프라우드 보이스는 반공주의, 반여성주의, 반이민주의, 반LGBT 권리, 반유대주의, 권위주의, 쇼비니즘, 암묵적 파시즘, 이슬람 공포증, 트럼피즘 등 극우적인 정치 이념 및 입장을 지지한다.[1][13][288] 개별 회원들은 QAnon과 백인 우월주의를 지지하는 의견을 표명하기도 했다.[67][68] 데이비드 나이워트(David Neiwert)에 따르면, 프라우드 보이스는 주로 교외와 외곽 지역 출신의 15~30세 백인 남성을 중심으로 회원을 모집한다.[69]

2020년 9월 29일, 2020년 대통령 후보자 TV 토론에서 사회자 크리스 월러스는 도널드 트럼프 대통령에게 백인 우월주의자와 민병대 그룹을 규탄하고 폭력에 가담하지 않도록 요청할 의향이 있는지 질문했다. 트럼프 대통령은 규탄 의사를 밝혔지만, 누구를 규탄해야 하는지 명확히 해달라고 요청했다. 월러스가 "백인 우월주의자와 극우 민병대"라고 언급하자, 조 바이든 민주당 대선 후보는 "프라우드 보이스"라고 답했다. 이에 트럼프는 "프라우드 보이스는 물러서서 대기하라. 하지만, 누군가 앤티파(Antifa)와 좌파에 대해 무언가를 해야 한다. 왜냐하면 이것은 우익의 문제가 아니기 때문이다."라고 말했다.[100]

3. 1. 2017-2018년

2018년 10월, 게빈 맥킨네스는 뉴욕 맨해튼의 메트로폴리탄 공화당 클럽에서 강연을 했다. 강연 전후로 프라우드 보이스 회원들과 반대 시위대 간의 충돌이 발생했고, 이로 인해 여러 명이 체포되었다.[149][138][139][140] 세 개의 비디오 증거는 프라우드 보이스가 싸움을 선동했음을 보여주었다.[141][142]

이 사건과 관련하여 프라우드 보이스와 연관된 10명이 체포되었고,[143] 그중 7명은 폭동, 소란 행위, 폭행 미수 등 여러 혐의로 유죄를 인정했다.[143][148] 더글러스 레넌(Douglas Lennan)은 폭동 1건과 폭행 미수 1건에 대해 유죄를 인정하고 5일간의 사회봉사를 하기로 합의했고,[144] 제이크 프레이호(Jake Freijo)와 에릭 카츠니스키(Eryk Kacznyski)는 소란 행위 혐의에 대해 유죄를 인정하고 역시 5일간의 사회봉사를 하기로 합의했다.[145][146] 2019년 8월, 프라우드 보이스 회원 맥스웰 헤어(Maxwell Hare)와 존 킨스먼(John Kinsman)은 폭력단 폭행 미수, 폭행 미수, 폭동 혐의로 유죄 판결을 받고 각각 4년의 징역형을 선고받았다.[143][147] 피해자들은 신원 밝히기를 거부하고 검찰에 협조하지 않아, 가해자들은 상해 증거가 필요한 폭행 혐의가 아닌 폭동 및 폭행 미수 혐의로 기소되었다.[143][148]

프라우드 보이스 회원 투시탈라 "타이니" 토에세(Tusitala "Tiny" Toese)는 2020년 8월 28일 워싱턴에서 체포되었다.[172] 그는 2018년 6월 시위대에게 봉합 수술과 뇌진탕을 입힌 경범죄 폭행 혐의와 관련된 보호관찰 위반 혐의로 체포영장이 발부되었다.[172][174]

텍사스 출신 프라우드 보이스 회원 앨런 스위니(Alan Swinney)는 2020년 9월 30일 체포되어 오리건주에서 여러 건의 폭행, 불법 무기 사용 등으로 구금되었다.[175][176] 그는 2020년 8월 오리건주에서 발생한 BLM 시위에서 페인트볼 건으로 한 남성의 눈을 다치게 하고, 시위대에게 베어맥스를 뿌리고, 권총을 겨눈 혐의 등으로 징역 10년과 3년의 추가 감독을 선고받았다.[177]

안티파나 흑인 생명도 소중하다 운동과 같은 진보적 운동과는 강한 대립 관계에 있으며, 조지 플로이드 사망 항의 시위 등에서 양측이 충돌하여 폭력 사건으로까지 발전하기도 했다.[344][345][346][347]

3. 7. 2020년 교회 공격

2020년 12월 12일, 워싱턴 D.C.에서 가장 오래된 흑인 교회 중 하나인 애슈버리 연합 감리교회는 엔리케 타리오와 프라우드 보이스의 공격을 받았다.[178] 이들은 백인 우월주의자들의 손짓을 보이며 교회가 설치한 흑인 생명 운동(Black Lives Matter) 표지판을 찢고 불태웠다.[179] 이 사건은 경찰에 의해 증오 범죄로 규정되었다.[181] 교회 목사인 이앤서 M. 밀스 목사는 이를 "십자가 화형을 연상시키는 것"이라고 묘사했다.[180]

프라우드 보이스 회원들은 2021년 1월 6일 미국 국회의사당 습격 사건에 참여했다.[188] 일부 회원들은 오렌지색 모자를 썼다.[189] 이들은 사전에 치밀하게 계획을 세우고, 다른 시위대를 선동하여 의사당에 난입했다.

뉴욕 타임스의 조사 영상과 다큐멘터리 제작자 닉 퀘스티드의 증언은 1월 6일 위원회 청문회에서 프라우드 보이스가 1월 6일 폭동에서 중요한 역할을 했다는 것을 보여주었다. 타임스의 조사 영상은 "...프라우드 보이스는 최초 폭력 사태부터 국회의사당 침입까지 여러 차례 결정적인 역할을 했으며, 마치 일반 시위대가 주도하는 것처럼 보이게 했다."고 결론짓고 있다.[197]

조 비그스는 프라우드 보이스에게 다른 사람들과 섞이라고 지시하며 "...우리는 잠복할 것입니다..."라고 말했다.[201] 많은 프라우드 보이스 회원들은 "팀으로 활동했고"[203] "그날 아침의 텔레그램 메시지는 프라우드 보이스 일부가 다른 시위대를 선동하려 했다"는 것을 보여준다.[204]

1월 6일 국회 경찰관 캐롤라인 에드워즈는 조셉 비그스가 라이언 샘설에게 자전거 선반 바리케이드를 밀어 넘어뜨리도록 부추겼고, 이로 인해 그녀가 머리를 부딪혀 의식을 잃었다고 증언했다. 의식을 잃기 전, 에드워즈는 앞에서 "전쟁터"가 벌어지는 것을 목격했으며, "대학살"이자 "혼돈"이었다고 말했다.[205]

1월 6일, 프라우드 보이스는 의회 의사당을 돌파하는 선봉에 섰다.


나중에 공격이 진행됨에 따라 프라우드 보이스는 서쪽에서 국회 경찰에 의해 저지당했다. 2021년 미국 국회의사당 습격 사건 이후, 엔리케 타리오가 2012년부터 2014년까지 연방 및 지방 법 집행 기관의 정보원이었다는 사실이 밝혀지면서 내부 분열이 심화되었다.[275][276] 알라바마 프라우드 보이스는 텔레그램을 통해 "우리는 입증된 연방 정보원인 엔리케 타리오와 그와 어울리려는 모든 지부들을 거부하고 부인한다"고 밝혔다.[277]

2021년 8월 23일, 프라우드 보이스는 오리건주 포틀랜드에서 집회를 열고 반파시스트(antifa) 반대 시위대와 충돌했다.[278] 텍사스 출신의 프라우드 보이스 회원인 앨런 스위니는 조지 플로이드 추모 행진에 참여하여 최루액을 뿌리고, 페인트볼 건으로 무작위로 사람들에게 발포하여(한 시위 참가자는 눈을 잃음) 다른 사람들을 장전된 총으로 위협하는 등 "침착하고 냉정하게 폭력을 행사하거나 위협"했다. 그는 상해 미수, 2급 최루액 불법 사용, 총기 소지 혐의로 유죄 판결을 받고 10년형을 선고받았다.[279][280]

프라우드 보이스 회원 여러 명이 마이애미-데이드 공화당 집행위원회에서 활동했다. 프라우드 보이스는 플로리다주 보수주의 행사에 자주 참여했다. 플로리다주의 다른 프라우드 보이스 회원들은 지방 선거에 출마하기도 했다.[281] 프라우드 보이스 회원인 제임스 호엘은 2022년 Sarasota 카운티 공화당 집행위원회에 선출되었다.[282]

2022년 6월 12일, 알라메다 카운티 보안관 사무소는 프라우드 보이스로 확인된 단체가 샌 로렌조 도서관에서 열린 어린이 드랙퀸 스토리타임 행사를 난입했다고 밝혔다. 드랙퀸 스토리타임 관계자들은 이 단체가 매우 공격적이었으며, 행사 중 동성애 혐오 및 성전환자 혐오 발언을 외쳐 아이들을 크게 놀라게 했다고 설명했다. 보안관 사무소는 이 사건을 혐오범죄 가능성으로 수사하고 있다.[283][284]

2023년 6월, 글로벌 증오 및 극단주의 방지 프로젝트는 주로 신나치 사상에 동조하는 10개의 프라우드 보이스 지부가 6월 25일 프라우드 보이스 회원 12명과 신나치 단체인 로즈 시티 내셔널리스트들 사이에 싸움이 벌어진 후 전국 조직으로부터 분리되었다고 보고했다.[285]

프라우드 보이스의 여러 지부가 도널드 트럼프의 유죄 판결을 비난했다. 한 지부는 판결에 대한 답으로 전보 메시지에 간단히 "전쟁"이라고 보냈고, 다른 지부는 지지자들에게 프란시스코 프랑코를 언급하며 대응하고 싸울 것을 촉구했다.[286]

4. 1. 정부

2018년 11월 말, 클라크 카운티 보안관 사무실의 내부 메모에 따르면 FBI가 프라우드 보이스를 극단주의 단체로 지정했지만, 나중에 백인 우월주의와 관련된 특정 구성원만이 극단주의적 위협이라고 명확히 했다.[48][49]

캐나다 형법 제83.01(1)조는 테러 단체를 "a) 테러 활동을 촉진하거나 수행하는 것을 목적 또는 활동 중 하나로 하는 단체, 또는 b) 등재된 단체, 그리고 이러한 단체들의 연합체를 포함한다"라고 정의한다.[291] ''등재된 단체''는 83.05조에 따라 총독회의가 설정한 목록에 있는 단체를 의미한다.[291] 캐나다 내각은 캐나다 공공안전 및 비상대비부 장관의 권고에 따라, 총독회의가 (a) 해당 단체가 테러 활동을 고의적으로 수행하거나, 수행하려고 시도하거나, 참여하거나, 촉진했다고 믿을 만한 합리적인 근거가 있거나; 또는 (b) 해당 단체가 (a)항에 언급된 단체를 대신하여, 그 지시에 따라, 또는 그 단체와 연관하여 고의적으로 행동했다고 믿을 만한 합리적인 근거가 있다고 판단하는 경우 해당 단체를 목록에 등재할 수 있다.[291]

형법 제83조에 따라 테러 목적으로 재산을 사용하거나 소지하는 것은 기소 가능 범죄이다.[292][293] 등재 결과, 캐나다 내 또는 해외에 있는 어떤 사람도 해당 단체의 재산을 고의적으로 거래하거나, 금융 서비스를 제공하거나, 거래를 촉진할 수 없다.[291] 금융 기관은 알려진 구성원에게 지불을 처리하거나 대출을 제공할 수 없으며, 규제 당국에 재산 또는 거래를 보고해야 한다.[288] 등재는 해당 단체가 금지되거나 회원 자격이 범죄가 된다는 것을 의미하지 않는다.[294] 프라우드 보이스 회원 자격은 범죄화되지 않지만, 등재된 단체에 재산이나 금융 서비스를 제공하는 것은 범죄이며, 따라서 캐나다에서는 해당 단체에 회원비를 지불하는 행위가 테러 범죄가 된다. 프라우드 보이스 상품을 구매하는 것도 범죄 행위가 될 수 있으며, 해당 단체와 관련된 사람에게는 여행 제한이 적용될 수 있다.[295] 또한, 그 목적이 후자의 테러 활동을 촉진하거나 수행하는 능력을 향상시키는 데 있는 참여 및 기여도 범죄화된다. 이러한 행위에는 훈련생 모집, 국경 횡단, 기술 또는 전문 지식 제공 또는 제공 제안이 포함된다.[288]

프라우드 보이스 캐나다는 2021년 5월 2일 해산을 발표하고 테러 단체 또는 백인 우월주의 단체가 아니라고 부인했다.[296] 분석가들은 해당 단체가 캐나다 내에서 브랜드를 변경할 수 있다고 경고했으며, 온타리오주 해밀턴에 기반을 둔 한 프라우드 보이스 지부가 "캐나다 퍼스트(Canada First)"라는 이름을 사용하기 시작했다는 점을 지적했다.[297][298]

페이스북, 인스타그램, 트위터, 유튜브 등 주요 소셜 미디어 플랫폼에서 프라우드 보이스 단체가 차단되었다.[59]

5. 하위 그룹

프라우드 보이스는 여러 하위 그룹을 두고 있다. 그 중 하나는 카일 채프먼이 결성한 프레이터널 오더 오브 더 얼트나이츠(FOAK)이다.

2017년, "베이스드 스틱맨"이라는 별명으로 알려진 카일 채프먼은 2017년 버클리 시위 이후 프라우드 보이스의 준군사 조직인 프레이터널 오더 오브 더 얼트나이츠(Fraternal Order of the Alt-Knights, FOAK)를 결성했다.[112] 극우 인물 어거스터스 솔 인빅투스는 그룹을 떠날 때까지 FOAK의 2인자 역할을 했다.[32]

6. 상징

프라우드 보이스 회원들은 검정색과 노란색 프레드 페리 폴로셔츠, 미국 국기, MAGA 모자, 군용 방탄장비를 착용하고, 종종 총기를 휴대한다.[312] 프라우드 보이스가 사용하는 역설적인 유행어는 스와힐리어로 '자유'를 의미하는 ''우후루(uhuru)''이다.

2021년 미국 국회의사당 폭동 당시 프라우드 보이스는 주황색 모자[191]와 전신 검은색 의상으로 복장을 변경했다.[313]

6. 1. 프레드 페리 의류
